Country reports within the RCM 2021-2025 initiative will be produced in two cycles:
In 2022, the RCM will country monitoring reports assessing the quality of the new national Roma strategic frameworks developed by the EU Member States following the EU Roma Strategic Framework for Equality, Inclusion and Participation 2020. The national strategies are assessed in line with four monitoring criteria:
- participation of Roma in the design, implementation, monitoring, and evaluation of the national Roma strategic framework,
- national Roma strategic framework’s relevance to the needs of Roma people in their diversity,
- expected national Roma strategic framework’s effectiveness (i.e., the likelihood that it will accomplish its stated objectives),
- alignment of the national Roma strategic framework with the EU Roma Strategic Framework for Equality, Inclusion and Participation.

Implementation of these new national Roma strategic frameworks with a focus on the local level will be assessed in country monitoring reports developed in the RCM’s second cycle in 2024.
The knowledge from each of the two monitoring cycles is summarised in synthesis reports. They identify the main trends in each policy field, illustrated by specific examples from the countries, key issues that can be of European interest, and formulate recommendations in each policy field:

Additionally, until 2025, at least six transnational reports will be produced on selected issues shared by several countries participating in RCM.
RCM 2017-2020 reports:
Country reports within the RCM 2017-2020 pilot project were produced in three cycles:
The first monitoring cycle (2017) reviewed key structural preconditions of successful implementation: governance and overall policy framework (including Roma participation, coordination structures, use of European Structural and Investment Funds), anti-discrimination, fighting antigypsyism, and for the countries with the largest Roma communities (Bulgaria, Czech Republic, Hungary, Romania, Slovakia) also the impact of mainstream education policies on Roma.
In the second monitoring cycle (2018), the reports focus on the key policy areas of education, employment, healthcare and housing.
In the third monitoring cycle (2019/2020), the reports focus on blind spots in Roma inclusion policies. Such blind spots include issues that hinder the Roma inclusion but have not been effectively considered or addressed by the Member States.
